If there is a trace ammount of neo in the magnets its not doing anything. You can request a chemical composition sheet from TDK on the FB series of magnets. Neo is not listed as part of the magnets...

Wouldnt do much good. No fast stock oval guys locally. I have yet to see more then a 3/10 drop in lap's from start to finish of my own runs with the cells, this weekend its was start on 3.9's finish...
