When I turn one of the outdrives on either the front or rear diff I can "feel" the teeth of the internal diff ears. Is this normal?

Did you shim them as described in this thread or buy the manual. If by the manual that was your mistake.

The bubble level is so you can level out the flat surface. It is totally adequate for the purpose. I have a digital level for the camber/caster gauge on my 1:1 car and IMO there is no additional accuracy to be had.

I use a $10 Ikea coffee table in my workroom/spare bedroom, and a left over cabinet door at the track.

Got a $4 18 x 18 Tile from the local home depot and just use some shims to level it

Marcus mentioned it somewhere in this thread. Someone asked him why the balls weren't bigger and he gave a reason along with the size...

RCshox diff uses 4mm balls.

Throw a set of digital calipers on one.

I run 2 shims under each sun gear, mesh is perfect.
My 1/8 buggy likes to be more open with one cross bar gear set shimmed and the other not shimmed, but my sc10 4x likes to be a little tighter than manufacturers recommendation.

Someone asked Marcus that before, his reply was to remove a ball from the opposite side to keep it balanced. Then order a set of spare balls for replacement.

Thats what I have.
Does the notchy feeling mean too tight or too loose?

Knotchy typically means you're too tight.
