Other settings that could affect this are end points (EPA), dual rate. But ESC calibration should be your first step.
Yes, 89% max throttle would stop turbo from engaging.

The 'Radio' log is showing the signal from the radio. Not all radios use the same default signal at 100 epa and why we have to calibrate to the radio signal. Once you have calibrated it does not matter what the data log shows for a number you are getting full throttle at that radio signal. You can tell on the esc because all the leds flash at full throttle, and that is required to start the turbo delay timer. If all 7 leds are lit but not flashing at full trigger you are under 100% power. If you want to see 100 in the data log for Radio you can turn up EPA on radio throttle until it gets to 100, and then calibrate. Most radios that is about 110 to 125 epa.
Newer software you can turn on the PWM log and see the actual throttle amount. You will see that the esc is at 100% PWM even though the radio signal may be at 80... because we calibrated to that radio signal and made if full throttle.

For my tekin rsx, I downloaded the hotwire app to my pc but it doesn't have the new versions listed....I was on 272, now I got downgraded to 258..how do I update the version to the latest and greatest?

The 89 in the logs is the actual radio signal. That is why we calibrate so we can make what ever signal the radio is giving us be full throttle. If you want to see 100 in logs you can turn up the throttle epa setting until it shows 100 and then calibrate.

V272 was briefly available for the older generation of esc's. We found an issue with that version and removed it. V258 is the latest version for that esc. You are not missing anything feature wise and performs the same.
