Correct on all accounts. Although I don't really think it reduces punch, I think it smooths the power delivery out. That can sometimes feel like the punch is reduced.

I will also note that if you go too high with Throttle Freq it can cause heat as well for the motor. There is a happy middle of the road that can be found with little testing. Too high or Too low, can be a bad thing -- the middle is just right.
For me personally - spec motors = 5000 to 12000, modified motors = 9600 to 16000
This can vary with driving style and motor being used.

Ok I may have a problem. vtx10, ran perfect last race. Today went to check my diff in my driveway after I rebuilt it. Diff is good, but for some reason when I go past 3/4 throttle it seems to be missing a tad. So I thought maybe my motor is having a issue. Put in a brand new viper motor and it is still doing the same. Next changed the sensor wire. Still the same. Changed rx's and it still does it. I also tried to rebind my radio and rx, still does it. It does not do it at slower speeds, only when I go past half throttle. Suggestions? If it matters im using a dx3r radio. My epa on throttle is set at 100%

I'm one who usually prefers 16,000 pwm but I decided to do some testing over the last few days in my buggy.
TLR 22 2.0 (rear motor)
VTX10 BE
VST 9.5T motor
Throttle:
8000mhz PWM
100% punch
Linear
Deadband Middle
10% Drag Break
Dynamic Brake disabled
800 mhz brake pwm
67% brake strength
75% brake EPA
Try it out.

Right now we are testing yellow rear springs with the shock in the middle hole on the arm. I'm also running 3x1.4 pistons, which seem to be really good.
