The RDLogic II pipe is a very decent pipe. Novarossi pipes and the Novamega ones tend to be more expensive. A few racing buddies of mine swear that the NovaMega / Novarossi inline pipes are a tad better than the RDLogic II pipe but with that low price, it's still a winner.
For receiver packs, they use AAA and NOT AA. I suggest if you're really new at this, ask somebody experience to solder them for you or at worst buy a ready made pack. I would not want to scrooge on a receiver pack and do a lousy receiver pack and have the car runaway because of a bad / loose connection. That's me.

Make sure the belt is correctly aligned. You may have installed the brake pulley slightly off. Try and align by loosening the grub screw holding the brake pulley adaptor. Make sure also that the brake pulley does not rub the base of the engine stands.
