I wouldn't say it needs them. It was designed with these batteries in mind and certainly allows for them, but on the pictures the OP posted, you can see it is also equipped to hold LiPos.

Never seen or heard of such a problem. Sorry, no idea what might cause it. All M17s I've seen connect instantly to their receivers when powered up.
