Be careful because 54198 is the "Optional Hard" kit style tire that they made before there was a good rear tire offered.
I have used these in extreme cases with some success when nothing seemed to work.
And stay away from the 54199 "Optional Soft" rear offered by Tamiya back in the day as they are junk but they were trying.

Spur, rear axle bearings, and if you have hard boards, an upper and lower arm. Oh, don't forget various shims and the suspension O rings.

I ran the 574/575 at the clubrace before the CTS Finale. After, I decided to go 71/72 because I didn't want to mount any new tires for outdoors and decided to try the premounts. Well you know how that ended. I used my older carpet 71/72 sets that ran just fine.

Are you talking about gluing the strip to itself to make it a loop, gluing the loop to the wheel, or gluing the loop to the tire?
I glue the strip together to make a loop using 3M spray adhesive. Spray each end, wait 3-5 minutes, then press together. Scirocco14 shared this with me.

Elmers rubber cement and a strip of clear packing tape on both sides. Never any splits or issues doing it this way for a few years.

I have always just used strapping tape on the rim side
