I know that you were expecting this as an unwelcomed answer but "It depends"

For:

Club races -Replace your packs when they blow up, Consistently false peaks, or produces the output of a AAA battary.

Points Series - Once a series. Three packs should be more than enough to remain constant and competitive. Up your count to 4 if you run 3 quals. When you are through the points series, use these packs as your club packs and throw or give away your old ones.

Championship level - Some people take this to an extreme and do not run a set beyond its first heat. Most people will agree that somewhere between the first and 3rd-ish run is where its the best. But that is totally up to you. But if you’re are that serious about running new packs per heat; once ran, but these packs in with your points series packs ORRR Give them to someone like myself that would gladly except them 
Having said all of that, the best thing you can do is take good care of your packs. Don’t over charge or over heat. Discharge and store depending on the type of battary. And keep track of when you ran which pack where. This will help you to not over/under use one pack over the other. When you find a regiment that you batteries seem to like, be consistent with it regardless of what’s the latest buzz on the track (dead short/don’t dead short; discharge before run, don’t discharge run ...blah blah blah)
