I run with 62.5mm shock length all round and using a droop gauge I set it to 2 on the rear and 4 on the front. Not really sure what that converts into mm's?

As you said its probably the brushes then. The brush could be broken? I suggest you take the motor apart and have a look and try putting new brushes in....
