As for the rear arms here is something to think about and it might not come out clearly in text. Put the rb5 series arms up next to the rb6 rear arms. Is the outside hinge pin higher or lower? Then measure the rear bulkhead where the camber link attaches. Depending on these measurements you could be significantly changing the change in camber gain when the wheel is moving through its suspension range. Some like an aggressive change and some don't. Anyway...just something to chew on.

Having already built up my car AND fitted UM713 RB6 rear arms to my Lazer as well I can answer the question on difference in rear arms.
If you run a long hinge pin through both ends of the arms you will be able to slide on a UM713, the hinge pin to hinge pin distance is the same.
If you do the same comparison to with an LAW43 rear arm and drop plate you find that the inboard shock mounting holes lines up spot on, there is a fraction (and I mean fraction) difference in the outside shock holes when compared.
That means the UM713 rear arm can be a substitute for the LAW43 rear end. If you were running that on the RB5 awesome, read setup straight across. If you were running UM521/521-1/566 arms on the back of the RB5 you will find that your shock setup and link positions will need a bit of optomising to get the same "feel".
Not sure on the rear motored build, as I have only so far built mine in mid motor format, but the lowest potential inner ball stud position is a lot lower than you would have ever achieved on the RB5 ... that is a significant difference in geometry. Not sure on the exact difference, I will try to measure both RB5 and rear motor builds when built, but it is at least 2mm lower on the mid motor RB6 bulkhead.

I get the concept of a baseline set up. Im just not thrilled about sverytime they release something new everyone puts the old parts on it. It seems like they dont make the new stuff work for them tbey just divert back to the old. So if the old stuff is just as good y do i want to go dump $450 of my HARD earned money into it ill stick with my +10 rb5. although i do love new kits. Im just going to try and relax and see what happens when it gets to my lhs.

The best thing i can reccomend to anyone is put in the time and make the setup yours, get what YOU want out of the car and enjoy it.
I have been working on an excel style spread sheet for my rb5 over the last couple of months. Trying all the setup options for the car, some better some worse, but the important thing is I now know the feeling of each change and now my local track setup is spot on, but when I go to other tracks I'm able to quickly adjust the car to my liking.
It's also a great feeling to learn and understand more about the car each race day. Very rewarding.
