Agree on all points above but why do you think you cannot have this if you allow motor A vs motor B if the regs are the same for everyone.

TITC used a handout outlaw motor Hobbywing Bandit same for everyone and produced great racing.

What's a good 1S lipo for 17.5 blinky 1/12th? I want to get SMC, but they are out of the 1S packs and don't know when they'll have any in stock. The season is approaching and a new track is opening, so I need to get something soon. What's the next best alternative? EAM, CRC, TSR, etc?

I've had great luck with both EAM and CRC packs.

The Motiv 1s packs are really good for 17.5 and 13.5, too, as another alternative.

I recently tried a couple of Speedzone 1c 8000's and they run really well.....and very strong all the way thru to the very end of each 8 minute race. Very reasonably priced too, which is a nice plus.

This is the ONLY way to do it if that is your aim. Back in the 80s it was called "handout motors". All the big races did it for the stock classes. There wasn't much need to do it with ESCs back then because you couldn't really game them like you can nowadays.

Outlaw or approved spec is pretty much irrelevant from a monetary standpoint IMO. The only difference is that the Outlaws are faster. The motor of the week club exists equally either way. Running ROAR spec just means your motor of the week won't be an Outlaw.

The issue with mod is the price to play goes up a good bit. You can get away with average batteries and average skillsets in stock classes, and your tires last a coule race days. Mod is a whole different ballgame.

Anyone have any suggestions here - I have been running a Futaba 9650 servo and I chunked a tooth. It isn't affecting the operation but I know it is on its way out. Does Futaba have a metal gear equivalent to this servo? Their website isn't very good for researching this sort of thing. I really want to stick with using the surface mount ear style servo and the only other one I know of that mounts this way are the Airtronics which are too small to fit my chassis without having to redrill holes.

Just got some of the new Blue compound BSR foam tires and not racing every weekend, what's the best way to store them?

Ziplock bag for long term. I wouldn't worry about it for just a few weeks especially if using SXT.
