Ok so if you have an open track that requires top speed then add shims. For small tracks with lots of bends leave as is

It is about right. Every time when you insert or remove undersleeve shim you need to compencate on head clearance-please don't forget that point.

For smaller tracks like Snetterton etc, it might even be beneficial to sink the sleeve further into the case. You would need to either skim the underside of the liner lip or skim the case itself. I would only recommend 0.1mm though as the BRB sets already have a very nice bottom end power.

What about having a dual sleeve engine (one inside the other) so you can adjust the inlet and outlet ports seperatly?

In theory sounds good, but too many variables to consider. Size of the 12 is very restricted so getting 2 sleeves in and still having the correct id on the inner sleeve would be a nightmare. The expansion rates between the 2 sleeves and the case would be more awkward to calculate so would take a lot of time and money to produce even the first prototype P/S that worked.

question though ,what pipes do you guys use on the Profi PR12 and why ???
Am buying a few engines and am looking to buy some pipes.
I would like to make a informed choice rather than just take a chance.

Where do you live? US, Europe, Asia?

I am in South Africa.

We are using different pipwes, but best result we are getting by using 2601 or 2620. I didn't try yet VR12 Plus, so I can't really make any comments on it, but so far 2620 is just simply the best on all engines we run.
