Still not sure who needs to understand what I asked but,
When a track advertises to run a race,
racers show up to race, pay for racing,
3 hours later racers are told that timing system is not working (no race now),
racer asks for entry fee back, but says he is willing to pay for practice,
why would practice cost twice as much as the day before????
I guess I'm not understanding why things are not consistent.

...at this point people should just be happy this place has stayed open, period. If they had a history of not being able to put races on and giving only a 3rd of the fee's back I'd think twice but otherwise, oh well.
Seems like an issue to take up with the directors personally. not put the whole venue on blast (not being harsh, but honest).

there at the next practice day at K-raceway ???
PS. I would pay $40 to practice on a well prepped track !!!!!

K-raceway is running club races on the 3rd Sunday of the Month (as of now, this is summer only). The next date being August 19th.

Absolutely, but keep in mind its a club-race so numbers are low.
