We use Naphtha (Naptha) for tire cleaning. It's the main ingredient in lighter fluid. Have not had a problem with it softening rubber. Seems to work just great and it's inexpensive at the hardware store. In addition, it does a great job on cleaning black marks off the lexan bodies. Evaporates with no residue.

Rules interpretation question:

If I had a body that I did NOT want to put a rear wing on (for aesthetic purposes), would it be acceptable to put a flat lexan rear spoiler, 10mm above the rear most part of the body? Similar to what is allowed on USVTA cars that do not come with a molded rear spoiler.

I guess...but that would have to be a body with no molded in spoiler (flat trunk)

Would the Tamiya Nissan R91CP body be legal for USGT? Assuming so given that the DP prototypes are and it's definitely not on the ROAR list, but wanted to make sure. The idea of running a replica of the early 90's Group C Le Mans racers makes me salivate.

It looks like that body was made for an older PAN type car so that is not allowed. Plus I am not sure how you go about mounting that rear wing.

If you are just racing local do what you want, but if you go to a large event and do better then some, assume they would throw a fit. I personally wouldn't care if you ran it, but I know a few years ago I ran a Tamiya Shaken some large events and that got some panties in a bunch.

RobK monitors posts here on occasion. You can also check legality by PMing the US Vintage Trans Am page on Facebook. I would advise against making assumptions and ask instead.

Other options are:

WD-40 / Liquid Wrench / 3-n-1 Oil - these actually oil up the rubber well
Mineral Spirits - cleans them off very well without oiling

Both of these also clean up your body very well.
