Looks like Great Hobbies Edmonton has a set of Jaco TC tires in stock.
Hyperhobbies.ca has the Jaco TC tires in stock as well.
Sweep Racing QTS32BK should work too, but you'll probably have to order these in from the states. Looks like Amain Hobbies has these in stock.

Touring Car stock: 17.5t, blinky ESC, 1320g minimum weight, 5mm minimum ride height, rubber tires
Touring Car modified: no limit motor, boost, turbo ESC, 1320g minimum weight, 5mm minimum ride height, rubber tires
Scale spec grand touring car: only scale type bodies allowed (no touring car bodies), 21.5t, blinky ESC, 1380g minimum weight, 5mm minimum ride height, USGT Tires
Formula one: 25.5t, blinky ESC, 1050g minimum weight, 4mm minimum ride height
12th scale stock: 13.5t, blinky ESC, 730g minimum weight, 3mm minimum ride height, open foam tires
Tamiya Mini: No regulations on this class other than ride height (Tamiya GT 5mm and Mini 4mm) silver can motors on the Tamiya class and Mini runs Spec Orca Q or Sky RC.
