I think this is getting blown out of proportion. How about a bit of common sense.
Taking a quick look at the 2wd open list, here is a hypothesised A group qualifier, in no particular order.
Leigh Cheeseman
Mark Rogers
Andrew Selvaggi
Scott Rawlings

Anthony Campbell
Ben Sterling

If there is going to be say 4 heats of 2WD mod class, why not seed 3 fast guys in each of the heats and then fill the rest in so that each of them has to work there way through the field like every other racer has too on any given event, I understand that having them all together brings the level of all the drivers in there group up a notch but at the same time gives them an much easier ride than the guys stuck in the hack heat.
If the cream of the crop are as good as most of us know they are then they should have no problem at all at getting past the slower guys during there heats and be out in front for the 2nd heat and lapping traffic in no time at all, would be a much fairer way to run events rather than have them all in a fast group and have the other heats as just filler heats to help fund the event & trophies.
I remember Billy Easton missing a plane and missing the practice seeding heats and the actual heats at FEMCA a few years back and he had to work his way up from the 512th bump up heat and continued to bump all the way to the A main where he came 2nd to kyle McBride, perfect example of the cream drivers having no issue making the main from any heat if they are good enough
