Also, when there is too much draw through the Novak regulator, what happens? Servos just don't perform?

Under heavy loads 3 amps may not be enough. If you exceed the amp rating of the BEC usually all that happens is that the servos will hesitate for a second until the amp load falls back under the rating of the ESC.
