You should probably contact the guy on this link. I haven't seen any aftermarket pulleys that were not 15t or 16t. Although it would be pretty sweet!

Need a little bit of help for the tao3f whats the diference between the manta ray diferential vs the regular ball diferential?

The manta ray diff was for the ta01/2 cars. From what I remember the manta ray used a wider diff gear. So I am not positive itll fit in an 03 gearbox or not.

I buy a tao3f and I buy the pro upper deck and the hop up carbon battery hold down but is very hard to get lower deck chassis to make the pro chassis conversion.

The Ta03 diff has a narrower gear and the metal parts are made out of a lighter material (cast aluminum?).. I think the Manta Ray diff will still fit the Ta03 (but I'm not 100% sure because of the wider gear).

They both fit. Manta ray(ta02) ball diff is a bit heavier, but the diff action feels smoother and a little looser than ta03 diff IMO. Ta03 ball diff comes with better thrust bearing.

What kind of lower deck are you looking for? CF?

I got lucky and found my set on eBay but then again that was 2 years ago. I did however come across a place that still has the CF saddlepack conversion.
The saddlepack chassis makes taping down a pack alot easier. But it also opens up battery configurations for the car as well as different places to mount your electronics.
