What the mod does is reduce the amount of fixings that hold the top deck to the car and this helps to stop the car holding a tweak after a smash.
I have done the mod and race on carpet every week and can say it has made a differance.

Can i use a Dremel wit a proper bit to machine the upper deck?
I dont want to ruin my upper deck because of the wrong tools....
It should be quite easy to "sand" out the holes with a carbide bit.

i wouldnt use a dremel had a bad experence us sand paper very slowly

A dremel will work fine, the cone bits good too if you have one.

Just work slowly with dremel and make sure there is an wooden board or some flat hard material behind the top deck when you drip so there is less chance it will chip...
