I have no experience with them myself but they might be great or might be c**p but they are definitely not made by them either way(batteries)...
Not making the stuff themselves shouldn't matter if their product is top notch and a great price. However, when you brand label stuff, inevitably you end up being in competition with other companies who have the same product so then it comes down to price. I certainly would not buy their batteries over Gens Ace for example unless they were the same price and/or close in price but had much better customer service.
I would suspect the motors and ESC are not made by them either but you never know.
There is a lot of costs involved in developing your own products, doing the R&D (engineers, production,etc...), marketing, etc.... It's much cheaper to go to an OEM and just get them to tweak their product perhaps and put your label on it.
That's why there are only a few that do it like Tekin, Novak and a few others.
Everyone else from Speed Passion to Orion just brand label stuff...

use the TP motors or ESC and you can instantly tell they are not rebranded.

You might be right. They would be the exception to the rule...there are very few companies developing their own products these days which is sad and was not the case 20 years ago when I was last in the sport.

where are they based?

They are based in Hong Kong. Both the early Spurt motors and the new Plutonium motors are designed and built by the owner of Team Powers. You will not see anyone else with this design. The motors are designed to work with their unique cooling system that exhausts the heat out of the motor instead of blowing cool are on the motor. Their ESC is also designed by Team Powers however, the assembly is contracted out. Andy, the owner of Team Powers is an electrical engineer and does all of the design work himself on both the motors and ESC’s. The batteries are made by one of the three large lipo manufactures in China just like every other lipo on the market.

The Team Powers 12.5 tuning rotor is in the process of being approved by ROAR. This rotor is a must for off road racing especially in the classes using 17.5 & 13.5 motors.
