If you compare their lap times they were more or less at same pace

I haven't seen the race nor the video but by just comparing the lap times it seems that Marc was faster (total is in Hara's favor but Marc lost 1 second at some point and yet he managed to take it back ) so I don't think it was intentional. he was just trying to overtake and make sure he was the winner.
After the crash he might realized that Hara couldn't win the round so he stoped.
I make the last comment based on the fact that his last lap was almost as fast as previous ones which doensn't indicate there was problem with the car.

Who's the best?
It is so hard to compare drivers especially in different era's. Obviously Marc has been on an incredible run and I have yet had the opportunity to see him drive unfortunately but it is hard to imagine someone being rated higher than Masami Hirosaka and Joel Johnson. These guys dominated for decades! How many World Championships has Masami won? More than I care to admit
With respect to Marc taking out Hara. Again, I obviously was not there but from what I understand...he stopped and waited for Hara after the crash. If his motives were purely selfish "to take him out" (or like a Schumacher move at Monoco) why would he stop?
I think when guys race at this level trying to achieve these type of results...things happen.
