It's not something you MUST do, it just holds the bearing a little tighter. Basically looking in to the the hub (where the bearing seats) score the shiny surface with a hobby knife so it has a slight raised area for the outer race to bite in to. If this still doesn't make sense I will take a video later on to show you.

I'm curious about what is meant by "scoring the bearing carriers with a knife to make things a little tighter" as well.
And for the inserts, I've never had any slop develop from the inserts in the hubs or front carriers...don't know why you would want to glue them in place. Hinge pin to insert slop yes, but not insert to hub slop.

It is a quick fix for when a housing becomes loose or plastic stretches

It even states this in the text above the picture but if its part of your build process...it couldn't hurt anything.
I have "extra steps" to building kits too, all leftover from when I raced other brands over the past 20 years.
