if your 7000mah battery takes 5800mah, thats right where it should be, because you should not really be using really any more then 80% of the rated capacity when you run a lipo down to 3.0v/cell.
normally your battery should peak at 8.40-8.41v when fully charged, i have noticed that once packs start peaking at less voltage - 4.18v/cell that a pack feels softer on the track and is most likely getting to a point closer to the end of its performance life cycle.

How old is the pack?

Just ignore the mah. What is the voltage at per cell when you first put it on the charger? Shouldn't be any lower than 3.2 per cell.

As mentioned previously the voltage will rise back up after stopping. Once it recovers, there isn't much left at around 3.7V per cell. In the 3.6V range the cell is for most all practical purposes dead and risks some deterioration. Any lower than that has likely caused damage.
