Transmitting function was definitely on. I turned it off and back on to troubleshoot as indicated below but no luck.

Bill, did you ever have an issue of NO signal at all from the transmitter? In my case, fresh batteries bring voltage back up to 7.5 V, so I doubt that's the problem... :-(
