I see, just checked out their website. Yes, you do get upgraded but the price for a 1.160-1.164 pack is 42.99 which will then get you a 1.165-1.169 pack. I've got the 1.165-1.169's listed at 39.99...

Very strange. I do have a heat gun and use it to wrap the cells, but it doesn't make sense that different methods of heating the shrink would then cause it to peel off.
