Iam reccommended by seller to use 40:1 ratio

Need help with carb settings

I got my new 32cc rovan baja days ago but the wheels wont move till max throttle on the remote is applied, my H screw is 1.5 and L screw is 1.2 turns from tightened.

Any advise thanks
