Your settings probably aren't that far off for at least a starting point.

Does the throttle open up all the way at full throttle?

You need to know what carby it is, then just google the stock settings for that carby. From the factory the stock settings are always rich
Also all carby's are different and have different stock settings, plus the temperature, humidity, and even altitude affect the settings, so there is no such thing as the "correct" or "best" setting

It could also be the clutch slipping or not engaging correctly. The stock Rovan clutches are the worst of the worst

yes it does, will tightening the L screw fix it?

Do this...
Put it up off all fours. Get a sturdy box or something big enough to support it while not intruding the tires. Start and rev it. If there is no problems with the revs under no load, then its your clutch. Most likely the screws are backing out.
blue lock tight is your friend...

Ok, so the throttle end points and linkage allow for the throttle to open up all the way. Couple other things to check off. What fuel to oil ratio are you using?

Do you also get excessive smoke and sputtering when you apply throttle? This would definitely indicate too rich or possibly a clogged or overly oiled air filter.

If everything else checks out then I agree, definitely check the clutch...

Damn i remember oiling my inner filter sponge with 5 squeeze of filter oil even that could have such big impact??
Iam reccommended by seller to use 40:1 ratio
That thing is EXTREMELY LOUD even on idle, Till now iam unable to really run it as i live in a dense housing complex.

you mean the hexagon screw on the smaller gear connected to the clutch?

You have 2 screws that hold your clutch on to the end of the crank. Those screws are probably backing out and your clutch is loose. Your engine is supposed to rev freely to 8k rpm for your clutch to engage. With a load on it, your clutch is engaging too early and its bogging out. The engine needs to spool up freely to build rpms.
thats why I suggested you rev it with no load on the tires. If it revs half way decent, then that's your problem

And also,
you shouldn't experience that bad of performance even with a way off tune.. these engines, especially the ones in Roman's, run on just about any tune. Thats not to say it isn't your problem, but those CY engines aren't very responsive to better/worse tuning.
Is it a Walbro? 668 Im guessing?.

I don't know how to ask, but when you know that the carb is in the correct parametrics?
