why isn't Hpi releasing optional sway bar and spring ?

What is the difference between the shock cap that came with the kit vs the "option" cap that has a screw on the top?

could someone please explain what the vented cap going to do to the car? I mean is it going to smoothen the ride? When should i use the vented cap and when should i use the bleeder cap?
