Default iCharger 106b problems

I am having trouble with my iCharger 106b charging. I will plug in a battery (I tried a few different ones) and it will start as normal then after 30 seconds or so the amps will start to drop and it act like it is the end of charge. Neither the whole or individual cell voltages are at full charge value. This happens when I try balance, charge, storage, or fast charge settings. I haven't tried it without the balance connected.

Any ideas??
