If you want to run them as a 4S pack for 14.8v nominal, you'd use a series connector - in series, voltage adds, but capacity (mah) stays the same.
If you want to run them as 2S at 7.4v nominal, you'd use a parallel connector since in parallel, voltage stays the same, but capacity (mah) adds. You'd typically do this to increase run time.
