Safest practice is to balance charge every time. This makes sure the cells don't go over 4.2 volts (or 4.35 for High Voltage packs), which can cause damage to the cells. You don't have to wait for the charge to completely finish every time if you are in a rush, as balance charging can take longer. Once the current drops below 1 amp for a typical 5000mah pack, you are 98% charged.

It's always best to balance charge every time unless you are in a hurry and need to charge a pack right away to make a race.

To take an hour to warm, you have to have multiple packs (unless it’s a large turnout where it takes longer than an hour for each round). Sounds almost like a wash to me (multiple packs needed to cook them for an hour versus replacing sooner due to high charge/discharge rates).

An hour would guarantee it was all up to temp from 60 degrees (cold building racing in the winter). In practice, it takes less time than that. We would run the race, hook them up to the charger, and put them right back in the box while they charged. The packs would only be out of the warmer for 7-8 minutes when they were in the car for each race, so there wan't much heat lost in the first place.
