As for the rules of the signature, they are the rules, they weren't made up yesterday. Why that would bother you, I haven't a clue. I'm 100% sure you're not the only one who has been PM'd for signatures before.
I do however agree with you on the scammer thing. I think there could be something that RCTech could benefit from.
I used to be a moderator on SCF (Sportscardforum). I used to handle disputes there where a trade went bad, or when someone posted negative feedback and there was a dispute there.
I have asked Mr Losi if he needed any help and it still stands. Take a look at how it works. I think RCTech really needs to add that system, we have the members, and the activity. Would this system stop all scammers? No, but it would serve some purpose.
I have seen several threads where negative feedback was left on both the seller and buyers end, and clealy one of them is not needed if a deal went bad. A perfect example is the thread about the motor that was shot and needed a P/S pinch. In a case like that, either the buyer or seller could open a dispute, and a moderator in charge could open the case, make a decision, and allow proper feedback. And if we can stop one scammer, it would be better than none
