Actually, such a track did exist on a much smaller scale for touring cars years ago, when I first started out this hobby. A mini-amphitheatre type thing that was adjacent to a now defunct LHS was adopted by said LHS on the weekends and made into a track. The Amphitheatre had two levels, and upper, slightly sunken one and a lower, much more sunken one. This meant you didn't need a drivers stand as well. There were 2 ramps to connect the upper and lower levels. Made for the craziest track ever. And the surface was pebbledash.

I believe "the tyre" for that track was very specifically Tamiya M2 Radials.
The track was pretty abusive to your car though. People would just go through parts.
