how do you plate a skateboard I have one that has more than one hp

There is no speed limit law for an ebike.
The reason a gas bike got a ticket is because it's gas. That's the only difference between it and an ebike. Because it is gas, it's loud and draws attention. There is a guy, in my city, that drive a gas one around. However, it is really quiet so he never gets bothered by the cops.

You know, bicycles don't have to obey the speed limits. You can come flying at 40mph down a road that is 25mph and you won't get a ticket. You can even be wieving in and out of traffic, pop up on the sidewalk, and continue without any cops thinking about the laws being broke.

There is also a guy, in my city, who went out and bought a $500 Chinese cruiser style motorcycle and drives it all over town. He got it licensed, so it is all legal. It's funny because it's such a small bike and he's a full-grown adult. Looks like this bike without the bags.

Not to mention you can wheelie your bicycle up the middle of the street, but do this on a motorcycle, scooter, or dirt bike and let an officer spot you. They will do mach 1 to catch up to you, and write a ticket.

iv been kicking around tracking down a Honda Trail 70 cause you can tag those (you do need i think at least a scooter license to ride them tough). but hey, street legal mini bike!

also wondering if i should bite the bullet and pick up a new Honda CRF50, idk if those will be effected by the small engine bad next year and i really want one

Here it is a bit different. Any motorized vehicle that go faster than 20km/h needs a driver's license and plates. That is the reason why ebikes and escooters are electronically limited even though they can easily do 3 times that. Supposedly, it is very easy to unlock this. Someone I know was arrested going 45km/h on a hacked ebike. He got a fine of 3k euros, a few heavy charges (driving without a permit, dangerous driving) that came with 6 months on parole (needed to report daily at a police station for 6 months, could not leave the state for more than 3 days at a time and could not leave the country). The bike was confiscated and never returned and the city sued the manufacturing company for building a product that fails to comply to German legislation and invites people to break the law. In general when it comes to traffic, Germans don't mess around.

Coming back to the whole bike thing, Berlin is quite possibly the least bike friendly City in Germany, not because of the infrastructure but due to how complicated it is to navigate the city on a bike. While we have bike lanes a lot of the times they end and merge into traffic in stupid ways on stupid points. In general, the police is very strict with bikers in an effort to make them follow traffic regulations and avoid accidents. That said, the Dutch are even more strict. ​​​​​​​That said after the big immigration boom that happened towards the end of the 2000s, a lot of the foreigners are not familiar with traffic regulations for bicycles which caused a lot of accidents. Interestingly, there has been 0 effort to get these people up to speed with that.

Well technically you can just carry the plate on you as a piece of paper or put it on your helmet. This German guy simply put his on the board. Note that the plates for that is a bit smaller.
