Actually, I would say that WW2 nukes are considered more strategic than tactical, at least based on their defining characteristics. Tactical weapons are intended for battlefield use, often near friendly forces, whereas strategic weapons are designed for use on targets far from the battlefield, typically in settled territory. An example of a tactical nuclear weapon is the Sprint missile, which is specifically designed to destroy other nukes and would be used in friendly territory.
We do have the option of using nuclear weapons against several smaller nuclear-capable nations like Iran and North Korea. We possess enough kill vehicles to eliminate their stockpiles if they were to retaliate. However, this doesn’t take into account the potential of other nations joining in the conflict.
