There are a lot of factory guys running Sportsman 19T. Why aren't they running Expert 19T?

They're all belt cars. I believe at least 8 of the top 10 stock cars are also belt cars.

I was told if you run stock you couldn't run expert 19T...This is only what I heard so it might be false...Someone that knows for sure please chime in!!!
