Cyrul still drives ARC cars. I saw him at the IIC this year and he was running mod and 13.5. He doesn't run a complete 2013 model but uses a bunch of different chassis plate setup with and without the flex mount but they all seemed to run the short shocks. He had a total of 3 R10 cars when i saw him not including his 12th scale and World GT.

Apart from that, the R10 2013 is a very complete car.
Sure there are a ton of options available to tailor the car to your driving style and track conditions, but i would call none of them "Required"
Springs, ARC, the short Xray series, and with a bit of fiddling the Ride Big Bore springs is what i have used. The ARC ones are more than up to the task, its more about driving feel with different springs.
