I know one of the clubs locally used mats from a horse barn and cut them to shape and size. They are probably UHMW material but they were used. The mats themselves are ridiculously expensive new.
There is a recycled rubber product that I am curious if anyone has tried or has an opinion about it's suitability:
It sold as Recycled Rubber Flooring and is made from recycled truck tires.
About $100 for a 4'x10' roll. Still not cheap, but 1/4 of the price of UHMW. Should be heavy enough to stay in place. Only 3/8" thick, but may still serve its purpose.
Any suggestions?

Here are some of those horse stall mats referred to above. It took the FastCats crew a very long time to power sand the bevels on all the edges. It is by far the most forgiving track I've raced on. If you cut a corner, it usually upsets the car just enough to lose a little time, but won't send you flying into a wall.
The mats are around 3/4" thick. The big ones are HEAVY.

These horse stall mats are perfect if painted red/white , and velcroed to the ground ! The only thing left is the flexible link barriers between them, and foam backed outside track walls with lots of space(at least 12feet) behind them !!! That space behind the track walls is very important in case of a high speed accident, it will give the cars some tumble room outside of the track !!!

Good, I guess if you make each corner from a heavy enough mat you won't have to use velcro !!!

For parking lot we used a heavy black hose rubber pipe about 1 3/4 inch high, they were fairly heavy to carry around but we had some good lengh to make the track with, then there is the fire hose filled with water or sand.

Nope, I've raced at this track and the boards are all made from 2x4's and flappers, no styrofoam.

For curbing I was thinking you could take 3/4" plywood and cut trim it down like those guys did with the floor mats. It would be much easier to trim and bevel the edges. With a good bevel the cars would roll onto them and not push them out of the way. Then you could just paint it or even use spray on bedliner to coat the plywood.
This still only works in large areas where you have the room. Smaller carpet I think the 2x4s and plastic work well.
