The reason for the lack of mod drivers...
I saw this picture of the track for the German Indoor Champs....
So it got me thinking, maybe the reason nobody wants to try mod, among other things, is the tracks. In the USA, that track would be 2x4s or plastic tube. You break your car for sure if you make mistakes at speed. That track looks more forgiving.

My personal skill level forbids it for me. My car comes unglued with the punishment I put it through with a 13.5. So to me it would just be crazy to run mod. For racing I just found it more fun to go the other way. VTA or Mini Cooper. The slower classes are,,,,, well, slower.
That doesnt mean I wouldnt buy a mod to run in an open parking lot.

I think there are many reasons, the track type being only one of them. Yes, 2x4's cause lots of damage, but I would rather have a 2x4 instead of another car constantly jumping lanes and hitting oncoming cars at speed, or having people purposely jumping lanes to cheat.
When you go faster, everything just gets more complicated and expensive, not to mention the SKILL LEVEL required to pilot a car at those speeds is something most people do not have. Modified also allows the use of any motor, which is just to daunting and expensive a task to select the right motor when you can race Stock or Super Stock with only a single motor wind.
Lots of people want to go faster, but when they realize they can't even drive a 17.5 around the track, modified desires quickly disappear.
We could double or triple the amount of RC Racers as a whole if all this stuff cost 1/2 to 2/3 of what it costs today. Think about being able to buy the same brushless motor today for $25.00. How many would you buy, 3, 4, 5, etc... Same with all the electronics, you could cut the cost for an entire race ready car to $300.00. That would bring so many people into the hobby that we all would want to race modified, as the cost for anything to repair would not break the bank.

I think running mod is going to help the skill level, also the deep pockets from plowing the wall.
I would think your going to become a better driver by running mod, there's cleaner racing from the skill level and everything that goes with that.
My personal reason is I don't want to be the guy that peeled the fast guy and prevented him from the win.

Reason:
Because manufacturers pay the entries for skilled racers to run stock or super stock. Those guys should be running mod. If they did not pay their entries and the race organizers did not allow them to run stock or super stock we'd have 40+ mod guys at every race. Then others would have a chance at making a main in the stock class. Here is my list of drivers that should be running mod only. What a great race this field would be!!! I am sure there are more but these came to the top of my head.
