Try the startup at low.
I had a similar problem once and it was a blown out diff that was causing strain on the motor and it appeared to be cogging ( just a thought) also try an older firmware version.

There are 3 wires going to the motor, if you unplug the red one is the problem the same? If you plug the red back in and unplug the black is the problem the same, white?
It could be that one leg of the three phases is not working.

Suppose it could be software related, but I've never heard of software doing this.
Maybe the wires were mis labeled? Try swapping the order of the wires, just be careful to watch for heat if it reacts poorly.
