Power Hobby Raptor 3.8" Belted All Terrain Tires Ballooning

Running Power Hobby Raptor 3.8" Belted All Terrain tires on my Sledge. Doing speed runs in the street today (60-65 MPH) and back left tire started ballooning like a non-belted tire. What could cause that? Belt snapped, maybe? Is it fixable?
