I am a big fan of the ICE charger but I just picked up his "big brother" and it is much better charger. Backlight is built in, 20A discharge and it handles 4S LiPo's much better.

Yep, this is cogging. Another solution is be sure to update the CC ESC with the lastest software. CC has made many improvements in the ESC software which has helped to reduce the cogging problem....
