Different Countries - Different Governments.
You only need ROAR membership for ROAR sanctioned events.
Nationals and Regionals that ROAR recognizes.
Clubs are free to use any ruleset they choose for their own events.

In the US, ROAR also covers Insurance, which is why some track owners require membership.

It only covers ROAR events. Track owners need to carry their own insurance for their trophy and club races plus retail customers.

no money grab since roar doesnt make money on approvals. they are done by independent inspectors.

That's interesting. I would thing that a regular business insurance would handle that. I guess they don't have to worry about premiums going up.

You could sort out your own insurance, but having it provided automatically from the affiliation body makes things much easier and often cheaper through bulk deals.
