If you plan to join others and play together, best is still to visit where most such players go to/hang out. See what they have, talk about your options, then go from there.
If you can only play nearby on your own, preferably start with cheaper RTR or a basic kit (un-assembled) from one of those big brands. Brand new if possible, since used car may have been modified or assembled differently from factory-specs, further complicating your learning process.
Google for the unlimited information available on-line, hands on wrenching the car, take your time understanding the hobby.
You will know it when the time comes for you to invest in a better car.

maybe you can also visit swan hobby at orchard plaza level 2.
and see if any hobao car suits you. the spare parts are mostly in stock, this is important factor to consider because ordering parts from oversea has waiting period for shipment. price is very reasonable there as well.
good luck in your search and to me, its better to buy it new.
