Default Li-Po Charger Question

I'm looking into Li-po batts but have totally no experience. I have some questions.

Those chargers that states that they are Li-Po ready, so when you charge Li-Po batts, do they have a balancer inbuilt? Or will I need to get an external balancer?

I'm looking at the Orion Advantage or ICE. So does any of the two has a balancer in built or I will need to get a balancer for the Li-po batts? Or by any chance that the balancer is actually built into the batts?

I have the ICE,no balancer built in. so far havent come across any charger that has built in balancer. Lipo batts also dun have balancer built in, most do have the cable for balancing(another set of wires with connector besides the main +- wire, u'll still need to get the balancer. Tahmazo, Hyperion produce balancer, havent got time to test mine yet.

For good battery packs operating under normal conditions, the imbalance is extremely low and balancing is not requied. You might want to do it once a month or 2 just to play safe. You will not need any balancer in this case. As it is a normally a 2s or 2s2p pack for 1/10 car use, you can just charge the cells one by one, or rather 1s by 1s, irregardless if it's 1s1p or 1s2p or 1s10p.

Sorry for my ignorance, but does that mean that there are individual plugs to charge each cell, in the case of 2S. If not, how do I select which cell I am charging?
