It is a motor freezer. Helps you out at the start of a race. Use it prior to your race then remove it. It just sits on top of your motor. Your motor will be much cooler at the start and you will finish your 5 minute run about 10º cooler. I used one for about 2 years. They really freeze your motor.

Yes, but what is it made of? How does it work? Is it a Peltier type device?

Not since ROAR rules (8.8.4.5, P.49 in current rules book) ban the practice. Single fans directed at the motor are allowed, no other "active" devices (though I think this refers to on-board but it isn't clear). What DEFINITELY kills it, though is the last sentence "Motor must be at ambient temperature or higher before the start of the race.".

These would (possibly) still be allowed at "outlaw" tracks.

Yes, they are Peltier devices that work VERY effectively. This one is probably REALLY good as it has a BIG heat-sink...Peltiers really like a big temp difference across the device. As the OP stated, a good one will have frost forming on the motor on a warm day if there's any moisture in the air at all.
