I picked this up as a project car anyone know what it is?

looks like some type of ofna I think but thunder tiger also comes to mind what scale is it? hard to tell by the pic. color says thunder tiger layout says ofna

In Australia it's Under the Brand of "Great Vigor"
I have seen it advertised in some US mags along time ago under either Ofna or Megatech i think??
It is still in production and parts are still available for it in australia.

I looked at the megatech cars. This is some kind of rally or stadium truck. The shocks are too big. Here is another pic. I think it might be an XTM outlaw.

It is a 4wd GP off road car.
The main chassis shares a lot of common components with a lot of cars in the GV line. (Predator 4x4 monster truck, V8 Supercars Skaife HRT Commodore, Lowndes 00 motorsport Falcon etc both 2wd with 4wd conversion available, Holden Monaro or Maloo ute, or a 4wd version in a rally car form like an Imprezza, Corolla or Lancer. The latter models are refered to as V2000 chassis's.)
We see these cars sold in the American and Euro mags under different names.
Basically they are poor quality cheep cars for the beginner market.

There are a lot of cut outs in the chassis for engine adjustment, forward-back.
They also allow the use of slide carb or rotary.
If you set-up for rotary, you use one for this throttle position and the other for slide.
The one at the very front is for the steering obviously.
