Maybe if you don't mind 2nd hand stuff,maybe you could look up the sell/ buy tread or ebay.For that money,maybe you can get something reasonably good.

Like the others said, if you don't mind getting used stuff, check Ebay, look for a NOVAK MILLENIUM.
Or if you're willing to spend more look at the Duratrax ICE. Lots of people like it and it's comparable to a high end charger (only bad thing is the discharge rate, 10A...).
