Pay him the agreed upon amount minus what you had to cover for shipping, that's what I would do.
As far as feedback, neutral with a detailed description as to why.

So yeah it was 4 stamps plus I had to pay $0.15. Not a big deal, but I am just a little confused.... I'm not even sure that he shipped when he said that he was supposed to.

I understand that he may or maynot have shipped when he said but in the end u did get them, he is owed his money minus the shipping....

It's Hard... He very much could have shipped when he said.... He does suck at shipping.. and did not ship the way u had agreed on so.... Not good not bad.... Neutral with reason explaining I think is fair.
