using the min 101 rule, is the easiest way to do it...however the rules and min for each motor company is the best way. Most of the guys I spoke with at our track would rather do the min for each brand of motor, as well as most on-line and social media.
either way if your motor is legal by the rules that ROAR has posted and backed by the USVTA, you should be fine. Safeway is to be within the motor min for each company, that way you are legal no matter what

Yes that would be correct but we already know That they have been selling motors that don't meet the submitted motors. And for people that haven't had a motor checked they could be in for a surprise

I have 3 motors, all 3 are below the as submitted numbers. All 3 have passed tech at last fall/winters races. But all 3 will fail this weekend. I hope I'm wrong, but I think I won't be the only one in this predicament.
I would say I have been neutral about can-am format, but from my current point of view it would eliminate any concerns. You pay the entry, time off from work, travel expenses and in the end may not even be able to run. I guess I can only hope it works out.
